Building a National ICT Master Plan That Survives Contact

Enterprise architecture frameworks like TOGAF are only useful if they're scoped to institutional capacity — a master plan written for a ministry with fifty IT staff doesn't survive contact with a ministry that has five.
The plans that hold up over multiple budget cycles tend to define a small number of priorities clearly, rather than a comprehensive roadmap that looks impressive on paper but assumes resourcing that never materialises.
